UK. You’re restricted to 60mph (national limit is 70mph) it used to be 55 I believe but they raised it. I think the rule is if car and trailer are under 3600kg you use a normal licence, anything more and you need another licence. Oh and you need a basic training course for any towing at all even under 3600kg if you passed your test after 1999 (I think).

There’s this wikipedia table with maximum speeds for towing vehicles. In metric, obviously. There’s also this page with EU drivers license details.
Most people only have B, which is difficult and expensive enough to obtain. My mom also has BE because she got her drivers licens in the 70s when this structure hadn’t been implemented yet. My dad also has A, which he obtained when he was 60 years old. It took him half a year and probably €1500.
